Hoyer (D-MD) announced that the Second District Volunteer Fire Department and Rescue Squad in Valley Lee, MD, has been awarded $55,100 in federal grant funds through the Assistance to Firefighters Grant (AFG) Program. The funding will be utilized to help bring the volunteer fire company in compliance with National Fire Protection Association standards. The Second District Volunteer Fire Department and Rescue Squad operates as a volunteer organization and provides fire, rescue, and EMS services to the surrounding community. "I am pleased that the Second District Volunteer Fire Department and Rescue Squad was awarded this grant, which will help bring the volunteer fire company in compliance with National Fire Protection Association standards and ensure our firefighters have every resource available to efficiently and safely undertake their mission," stated Congressman Hoyer. "As co-chair of the Congressional Fire Services Caucus, I am proud that the AFG program is working to ensure that our fire departments in Maryland and throughout the country are best prepared for emergencies, and better equipped to do their jobs." The grant award will be used for the procurement and installation of a Vehicle Exhaust Extraction System for the station's fire apparatus and ambulance bays. The Back-In 100% Capture Extraction System will reduce health and safety risks associated with diesel exhaust and carbon monoxide, preventing the carcinogenic hazards from lingering within their Fire and EMS bays and spreading to adjoining areas such as living quarters, office space, and community hall. The National Institute of Occupational Safety and Health (NIOSH) and the Occupational Safety and Health Administration (OSHA) have declared this exposure an occupational carcinogenic hazard and the National Fire Protection Association (NFPA) 1500-2002 "recognizes and advocates the need for elimination and containment of all vehicle exhaust emissions to a level of no less than 100% effective capture." Ricky Nelson, Chief at the Second District Volunteer Fire Department and Rescue Squad, stated: "I am pleased that the Second District Volunteer Fire Department and Rescue Squad is the recipient of this very important grant funding. This funding will provide our department with needed resources to keep our firefighters safe as they work to ensure the safety of our community and all of its people." Grant funds made available through the AFG Program are awarded to fire departments and EMS organizations across the nation to enhance their response capabilities and more effectively protect the health and safety of the public and emergency response personnel. Since 2001, AFG has provided nearly than $6 billion in assistance to first-responder organizations to obtain much-needed emergency response equipment, personal protective equipment, firefighting and emergency vehicles, and training. In this current round the AFG will award approximately $405 million in competitive grants to fire departments and nonaffiliated EMS organizations throughout the nation. As co-chair of the Congressional Fire Caucus, Congressman Hoyer took a lead role in helping establish the AFG Program. Safety 9, Anthony Thomas, was already on the scene and reported two vehicles and two patients. Ambulance 398 arrived on the scene at 0749 followed by Engine 62 at 0753 , Ambulance 67 and Medic 4 at 0757. The medic unit was requested because one patient was experiencing severe chest pains. Ambulance 398 transported one patient, with a medic on board, to SMH priority 2 while ambulance 67 transported the other priority 3. Engine 62 cleared the scene at 0812 and the other units were back in service at 0851 and 0854 respectively. The initial report was of a blue pick up in the field with unknown injuries. Ambulance 398 and Eng 62 arrived on the scene and found a Chevy Silverado had departed the roadway, went through the fences of Flat Iron Farm and came to rest near a pond with large pieces of fencing embedded into the vehicle. They found the female driver was conscious alert and breathing and had a laceration to her arm. The Engine crew stabilized the vehicle and assisted the EMS crew with immobilizing the driver and getting her into the ambulance for transport to SMH priority 3. Engine 62 was back in quarters 0837. The committee arrived at the Pierce factory Wednesday morning and began inspection process. The inspection process consists of going over the complete component list, road testing, and pumping the apparatus. Members of the committee found very few flaws with the truck. We are pleased with the pride and craftsmanship that PIERCE manufacturing takes in each piece of apparatus they build. The new fire truck should leave the factory early next week, and should be delivered to Valley Lee after a few items are added to the truck in Baltimore. While visiting the firehouse, T-Bone and Heather sampled the breakfast spread put out by Auxiliary members, Mike Johnson, Pamela Kuniecki and Georgia Wheeler. If you listened to the radio, then you heard how much they liked Mike's chipped beef and scrapple, egg and cheese sandwiches! They also discussed the impending weather and the precautions their listeners should take, etc... T-Bone took the time to tour the firehouse to check out the apparatus and talk with members. EMT Chuck Charles was interviewed about his military and civilian Navy career that included a tour with the Blue Angels as well as his volunteer career. Auxiliary member Pamela Kuniecki was interviewed to discuss upcoming events, etc.. At the end of their three-hour presentation T-Bone and Heather learned a lot about our department and our members and we were happy to share our firehouse and experiences with them! Over the past week the cab and pump house were joined with the chassis and then body and water tank were merged with the chassis on the main assembly line. This week our new apparatus should finish on the main assembly line where all of the components are added. Another update will follow this Friday with new photos. The new unit should be in Valley Lee around September 1st. Next week, after the cab finishes the cab line and the chassis receives the engine/drive train, air tanks and main harnessing, the cab and chassis should be merged. The pump house is painted and ready to join the chassis after the cab is mounted. The body should have doors, harnessing and trim installed. The apparatus committee will be traveling to the factory next weekend for a mid point inspection. Check back next Friday for another photo update. The department is building a new 2011 PIERCE Velocity pumper tanker to replace our ageing 1991 Seagrave tanker. Our old unit was sold several weeks ago to East New Market Fire Department on the Eastern Shore of Maryland. This week the cab began and finished in fabrication and proceeded to metal finishing. The pump house structure began in fabrication while the pump had some valves installed. Next week the cab should finish the paint process. All units were advised that two subjects were in the water from an overturned canoe. Brush 6 with Boat 6 arrived at the Park at 9:31 and put into the water. Ambulance 67, Engine 61, 62 and Brush 1 with Raft 1 arrived shortly afterwards. At 9:38, Boat 6 reported they had both subjects on board and was returning to the dock. At the dock, the boat crew turned the patients over to the EMS crew. The patients were found to be ok and did not want to go to the hospital. All units were back in service by 10. Ambulance 388 and Engine 62 both arrived on the scene at 1504 and found one vehicle off the roadway on the south bound side while the other was on the shoulder of the north bound side of the roadway facing south. The A388 crew began assessing the the driver of the vehicle on the north bound side of the road while the A69 crew assessed the patient of the other vechicle. A69 obtain a signed refusal and all Second District units were back in quarters by 1522 while A388 transported their patient to St. Mary's hospital. Ambulance 68 (Lieutenant Martin) responded and met Medic 291 on the scene. The patient was found laying on the ground, complaining of her injuries and going between levels of consciousness. Medics and EMT's quickly assessed her injuries and consulted with Saint Mary's Hospital and DC Children's about possibly flying the patient out. DC agreed and flyout decision was made. Fireboard made the call to Company 6 again for the engine to set up the landing zone in front of the firehouse. Engine 61 (Firefighter Windsor) responded and Brush 6 and the Engine closed off the road. Ambulance 68 arrived at the LZ and awaited the arrival of Trooper 7. Once Trooper 7 had landed and the flight medic checked the patient over, she was transferred (with her mother) to the chopper. All units returned to service and with the patient a speedy recovery! EMS Chief 6A (Hammett) arrived on the scene and began patient care with Engine 62 (Captain Barnes), Ambulance 69 (Lieutenant Martin) and Engine 61 (Assistant Chief Bean) en-route to the scene. Ambulance 398 was also en-route at this time along with Medic 3. Upon arrival, crews found the patient sitting upright on the side of the road with his motorcycle off the road. Ambulance 398 was cancelled, with only one patient found. No one had observed the accident, but the patient was exhibiting signs of head trauma. Engine 61 and Engine 62's crew assisted Ambulance 69's crew in immobilizing the patient. A medical consult was made to St Mary's Hospital and Prince George's Trauma Center with PG ordering a fly out. With dispatch notified, the patient was brought back to Company 6's quarters to await the arrival of Trooper 7. Upon arrival of the Trooper, the patient was moved aboard the helo and flyout was made to PG Trauma Center. Command 6(Chief 6B M. Scrivener) responded right after dispatch. Rescue Engine 62 responded Chief 6(R. Nelson) total of 7 at 1941hrs and Ambulance 68 at 1943hrs. Command 6 arrived on location confirming one trapped at 1947hrs and established the Lakeside Lane command. Engine 62 arrived on location at 1948hrs and went to work extricating the patient. EMS Chief 6A (L. Hammett) advised Command a Helo was needed for a Category B priority 2 patient. Engine 61 responded shortly after and was tasked with setting up the landing zone for Trooper 2. Shortly after Trooper 2 was redirected to SMH and advised that the patient would be flown from there. The patient was extricated 6 minutes after arrival of Engine 62 and was then turned over to A-68. Safety 3 arrived on the scene and advised smoke showing and confirmed a working Trailer Fire. Ambulance 68 responded with EMS Lieutenant 6A(Brandon Martin) along with Engine 61 with Chief 6A (Joe Bean) and a total of 6, moments later Rescue Engine 62 responded with Chief 6B(Mike Scrivener) and a total of 6. Engine 63 responded but was placed in service. Engine 61 arrived on the scene and Chief 6A was directed to manage a man power pool, while his crew assisted with Salvage and Overhaul.
